Yes as they are the most insecure people who you will ever come across and the tough guy or girl and I don't care attitude is really a defense mechanism to avoid being hurt.

Haroula and asmikeocsit have good points. Some people that act and talk tough are trying to hide their true feelings. Some have learned to be this way because of certain things that happened in their lives. They have toughened up on the outside to protect themselves emotionally. You can't always judge a book by its cover.

Most of the time they know their weakness and they are trying to make people think they are tough by acting that way.
You can fool some of the people some of the time
but you can't fool all of the people all of the time , applies to them.

Actually, not so much. It is easy to detect that false swagger as they check out of the corner of their eye for your reaction and anyone that might challenge them. True confidence is not fictional. This doesn't mean these folks aren't dickheads. When they find out their power, they might leave a trail of broken hearts and broken bodies behind them. For some reason, women can't help falling for guys like this.

But, trust me on this: find a confident man with a gentle heart. Leave the rest alone.
