Could be a problem with the VATS anti-theft system--try cleaning the resistor chip on the key and the contacts inside the cylinder where you put the key in with rubbing alchohol on a q-tip---may have to have the system checked. Could be a bad ignition switch or neutral safety switch--try moving the shifter as you turn the key to the start position---if it starts, the neutral safety is bad or misadjusted. Could also be a loose wire in the ignition circuit or corroded terminals. Buick's do not have a kill or fuel shutoff switch in the trunk---that's a Ford feature. Don't know what a "trans lock" would be other than a shifter interlock but that is there to prevent shifting out of park position unless the brake pedal is depressed---nothing to do with the ignition.
When the no start condition occurs, do the dash lights light up or no? Does the starter click but not turn? Does it turn over but just not start? Need more details.

My best guess would be the key switch or neutral safety switch assuming it is a auto transmission. I would take it to a dealer and have them check they have all the information diagnose it quickly.

"Won't start" is pretty vague. It could be hundreds of posibilities.
Dead battery, Low battery, bad ground wire to engine, bad power wire to starter, bad power wire to battery, bad connection at battery post or terminals, blown fuse, bad key switch, bad starter, bad fuel pump, bad injectors, out of gas, neutral safety switch, seized engine, broken connecting rod, no compression, no spark, bad oil pressure switch, broken timing belt, plugged fuel filter, bad starter solenoid, bad starter, broken rotor, cracked distributor cap, Anti-theft device, water in/on engine, out of gas, vacuum leak, bad gas, bad ignition coil, blown computer, faulty cam or crank sensor ...
I could list 50 more things easiy...
When you turn the key to start it, what happens?
Could you be a little bit more specific??
If you could give a more detailed explanation of what is happening when you turn the key to start your car.
1) Nothing happens?
2) You hear a "click", but nothing else?
3) You hear the starter turning, but the engine doesn't turn?
4) The starter turns the engine, but the engine won't start up?
5) The engine turns over, but very slowly.
6) the engine turns, but there's an awful banging noise?

1996 Buick Regal, engine will turn over but will not start. Checked fuel pump anf fuel filter they are both working good, Th Thanks Danieley are both less then a year oid. Checked ignition fuses and relays. All good but not getting fire at the power packs to plugs.Need your help!

Move the shifter, while trying to start, also try starting in neutral. May be the Park/Neutral Switch. GM models are mounted on the steering column, top side, near the firewall.

You haven't gone into enough detail. If you are trying to diagnois this yourself, you need to have a good service manual and go through the check steps for a "no start" condition. Otherwise, take it to a shop.

what about spark, did you check for that?. i have a 88 olds and when my coil pack and module went, it didnt show up on the computer. some things wont show up, so i think you could do is take it off and have auto zone check those, thats if you dont have a distributer.

Does the key have a square black thing with metal ahead of the key handle? IF so that may be a VAS KEY problem.
