Most libraries that I know of have summer reading programs that have incentives for how many books/minutes the child can read. Many colleges have art programs for kids during the summer for a small fee. Check your local community page on the web and see what is going on around your town. Be open to different things too. Museums and outdoor theaters have shows to see and local colleges often have different programs for kids. The YMCA usually has some programs for youth that are not all sports but arts and computer camps as well.

Make a kite, decorate it in bright colors, and then fly it. If you are near the beach, make a huge sand castle. How about getting a friend or two, and make a puppet show or a skit. How about imaginative playing, create a situation, like pirates or army, cowboys and Indians, or jungle safari, make believe at this age is great, and under used.
