They're both wrong, but I think that accepting a bribe is worse because it means that the person who took the bribe is going to abuse his authority. I was once offered a bribe as a teaching assistant, to pass a student I had given a failing grade (he never even showed up, much less do any of the assignments!). I didn't take it. I expect they then went over my head; I never asked. Not worth it to me. But bribes are commonplace in business, and more so in particular cultures where they are expected.
