It means a program is trying to install itself but your computer doesn't like it.

Setup is for installing new programs. "ini" means initialization, which is the name for starting something.

You may receive the following error message, depending on your version of Microsoft Windows

CAUSE
This problem can occur if you do not select any of the .msi packages that are listed in the Install sequence control of the Specify options for each package in your INI file dialog box of the Setup INI Customization Wizard.

To work around this problem, do the following. Before you click Next, select any one of the .msi packages that you added to the installation that are listed in the Install sequence control of the Specify options for each package in your INI file dialog box. For example, if you added Owc10.msi, select that item from the list of packages. Then click Next in the Specify options for each package in your INI file dialog box.

NOTE: You do not have to select any of the options for the selected package. You only have to select the package in the list. Also, if you select either of the top two default packages, the problem may recur.

It sounds like one of the files that initiates your computer booting up has been corrupted by a virus. Someone needs to use Regedit to correct this. I am not that technical.
Be careful with regedit - it changes the registry as you type. Everything must be exact.

is this a web popup?

As in when you open your web browser you get this popup.

if this is the case one of the websites you visited or a program you installed is causing this to appear when you go online

get adaware it it a free piece of software that checks your computer for spyware.

A virus or spyware can hide in your system resore folder even after running every anti-virus--anti-spyware app know. so,1st,turn off system restore.
all programs--accessories----system tools--system restore--settings--drive ( c )--check OFF box and use slider to restore 10% memory to you by sliding it to left and stop at 3%.

Internet Options Clean Ups
control panel--internet options--general tab--temp files--delete.cookies-delete. history--delete and set days to keep to 0.
privacy tab--advanced--override--allow 1st party--BLOCK 3rd party cookies [ spyware,ect. ]
advanced tab--active x--uncheck unsafe or unsigned.

remove useless files using disk clean.
all programs--accessories--system tools--disk clean--drive ( c ),run and delete files.all programs

Disk Defrag
consolidate files giving you more disk space clean.
all programs--accessories--system tools,disk defrag. click anylize and if told to do so,click defrag.

block open ports that allow hackers access to your computer.
administrative tools--services--alerter and messenger services [ services are in alphabetical order ]--right click each--select properties--select disable from drop down menu.

cut the number of programs loading with windows,decreasing your boot up time.
press windows key on keyboard and letter R at same time. enter MISCONFIG [ low case ] and press enter.
click start tab and uncheck any program you do not want loading with windoes. [ DO NOT UNCHECK WINDOWS EXPLORER OR ANY WINDOWS PROGRAM ].
basically speaking,you should only disable programs you yourself added. NOT your anti-vitus,anti-spyware,ect.

new restore point
now return to system restore and click create new restore point. name it and you're clean and done !

it means you have downloaded something illegal and it is trying to run do you use illegal downloaders?
