If the frame is rusted badly in one spot chances are that it is rusted elsewhere too.I know because Ive repaired many car frames in my welding shop and its always worse than it looks.As far as a sticker it would depend on the state and how well a job was done on repair.

While it might be able to be repaired, if a car is that rusted there are probably other problems as well.
It's almost impossible to repair a frame perfectly, so you'll never be able to get the front end alignment right and increase wear on your drivetrain because everything isn't absolutely straight. Get rid of the car-it isn't safe to drive.

Depends where you live,in Canada the car is scrap,no chassis repairs on private vehicles only on some commercial applications,else where in the U.S.A for instance you would have to check with local state laws and/or federal.
