What is the best and least expensive way to ship small items like bracelets. Also small items that are a little bit bigger but dont weigh much like a small purse.

I agree with the posters that said bubble mailers! I buy small things on ebay frequently, and it drives me crazy when sellers insist on using priority boxes that cost over $4.00 minimum, when the item I'm buying can be shipped in a padded envelope for around $1. It may take an extra day or 2 for shipping, but would still arrive within 3-4 days. If you're a good seller that ships items within a few days of auction end, you should be fine with a padded envelope.

You can get FREE boxes and padded envelopes from the post office for Priority and Express Mail. For small items, you can put them into a padded envelope and ship it regular mail. Priority Mail is the best way to go if you want it there quickly and there are "flat rates" up to a certain size and weight if it will fit into a standard "flat rate" box.

the post office, but you have to include delivery confirmation, and even though it may be a bit more costly to ship it priority mail it gets there within 4 days in the USA and that helps your feedback
