Call the RSPCA or any other animal society and notify them, or try and buy the animals yourself.

if an animal is being Miss-treated or neglected, or even just not looked after as well as you would think, you should definitely just talk to the owner, about how they look after the animal. just say something like-"my friend's getting a dog soon, and your the only person i know around here who has a dog, so could i ask for any tips on how you look after yours?" etc so that you could give them advice on how you think they should be cared for, in a subtle way. but if things don't improve, and if the animal is not being fed well or you see them being hurt, you should call the RSPCA or police. these animals need help as they cannot speak for themselves.

this is a really GREY area.

Is the animal being provided clean water and food regularly?

Is the animal being provided adequate shelter / shade / a house that is can access and can comfortably turn around and lay down in?

Is the animal being physically or mentally abused?

Is the animal given kind and caring attention?

Try not to judge from an emotional point of view but look at the facts in the case.

Contact the RSPCA to investigate, it could be that your wrong, however if your right then you will have done the right thing by giving these animals a second chance in a loving home, i absolutely detest people who mistreat and abuse animals, they are no better than peadophiles in my opinion!

More details? How are they being cared for? If it's really bad and talking to the person has failed, i would sadly report them.

Its never pleasant watching our furry friends being abused in any way............My short answer is to call your local HUMANE SOCIETY or SPCA.................Tell them your concerns in most cases they will investigate and see the abuse stops or they will take immediate charge of the animals in question.........they also have the power to lay criminal charges........Hope this helps..

call your local animal shelters. if this doesn't work, personally, i would steal them and find them good homes on my own. yes, it's illegal. but what is more important, a life or a stupid little law?
