I'm planning a new novel, and am considering building on the so called black projects. The link at the bottom of this wil take you to a book that suggests it's true, and explain what i mean, it's written by a supposed "insider" as usual! Black projects are "real", any research and development project requires the element of subterfuge. It's pointless doing research and development only for a rival to use your work to leap-frog ahead. Saving them R&D costs, but giving them all the profit.
The tank, for example, is called that because it's "cover" during development was research into water tanks. Sometimes though, a little smoke and mirrors can misdirect the public. "Let the poor slobs think we've got a UFO hidden away, and they won't look at us developing new stealth fighters"!
Mind you, I suppose a novel about a man who comes up with the ultimate cover for a project, only for the coverstory to take on a life of it's own, as everyone tries to silence him / torture him for the coverstory! Might be worth a punt.

1) Although the original concept itself is not believable, you will find a lot of people (specially in North America) who want to believe in this kind of stuff. Therefore
2) if well written, the book should do well because many will believe that the story is really 'not fiction' (at least, enough that you will make money). The key ingredient will be the quality of the storytelling.

Anything dealing with this subject is popular with most people.
Many twists can be put on it by a good imaginative writer.
It's an excellent subject that can be parlayed into a profitable Enterprise by the right person.
No proof is required,just imagination and writing ability,take a shot at it and good luck.
