I assume you mean illegal employment, not illegal recruitment.
illegal employment has several disadvantages. The primarily direct disadvantage is that it's illegal, and the employer might commit a crime or otherwise (depending of the local law). This employment is mostly undocumented, if the worker is able to proof that he has worked the employer might be forced to pay the outstanding salary, taxes, ... resulting in a huge claim. The costs of illegal employment are not tax deductible.

There are indirect consequences as well:
- the relationship employer/worker is unreliable
- high turnover among illegal employees
- it's employment "at will", the employee can leave without any notice
- illegal employees are not so motivated (in general)

Illegal recruitment (like recruitment that is based on race, ...) has some disadvantages, primarily that it's signals dishonesty and disrespect to the newly hires.

Assuming you mean recruitment of workers, not soldiers, the disadvantage of illegal recruitment is well...it's illegal - you could expose the hiring company or agency to liability and lawsuits
