Under the steering wheel is a plate that has notches for the sreering lock pin. That plate is possably bent and the pin is bent over so the key won't turn all the way. There are mobil steering coloumn repair people that will do the job at your place. If your adventureious and have some GM steering coloum tools dive right in. There are a couple of tools one to push the lock plate down to remove the snap ring and a pin puller to remove the tilt top after the lifting spring is removed. Some times I just go out under the hood disconnect the stering shaft and under the dash remove the three or four electronic connectors and floor grommet anf four bolts and set the entire assembly colunm on the bench.

Hopefully you had insurance if so i would take it to the shop And have them repair or replace the locking pin and plate getting into this on your own is going to cost a several dollars in tools alone and if you've never done this kinda work before you can find it more costly trying to wing your way through it.
Good luck
