Definately CO Bigelow's "My Favorite Lip Balm". And it happens to be my favorite lip balm! LOL! Anyway, it is made with shea butter and almond oil, so it will make and KEEP your lips soft and healthy. It has an AMAZING scent, hard to describe, sort of fresh and nice. It can be found at any Bath and Body Works Store, or if you live in New York, Sixth Avenue below Ninth Street.

A lot of ppl will tell you chapstick (use the lip moisture kind in the blue tube) or carmex (which tastes like absolute CRAP. it tastes like NyQuil no joke!!!) best stuff I have found is called Badger Balm. Has a number of flavors and is lightly flavored and lightly scented. It's about 75%-85% organic and is made with stuff you find in the supermarket (like olive oil, aloe vera, and oils of various fruits or flowers)
But here's the kicker: you glide it on and it hydrates your lips for HOURS. I put it on at work in the morning and I'm still good 6-8 hours later. Both carmex and chapstick I'm reapplying every 2 hours or so. This stuff is a bit more expensive ($4 a tube) but you need so little of it you have around forever.
I came across it by complete accident. You might have to go to their website to order any. Something similar would Burt's Bees another company that is organic and very good. You can find that at most drugstores (I know Walgreens and CVS carry it) Stick with organic if you can - last longer and is better for you anyway :)

Burts Bee's, Carmex, Vaseline, chapstick. They all are great balms that are good for dry lips, and to get off any dry, dead skin put a little on a worn in toothbrush or washcloth and gently exfoliate your lips.

Exfoliating is key...rub vasoline into your lips and then take an old toothbrush and brush your lips. A washcloth works great too. After you get the dry skin off use your favorite balm. I personally love blistex silky shine and softlips vanilla.

Another vote for Burt's Bees. It has natural ingredients and can be bought at Walgreens.
