I really want to put my flag back up, but the wood on my window frame in the center of the house is soft and apparently rotten. What can I do or where can I attach the flag? I don't have any pillars or awnings etc. It started out looking OK, but then kept dropping.

You can use really long screws. If you use screws that are, say, 4" long, that should pass through the frame, through the siding and into the sheathing. Use course drywall screws, and be careful not to strip them.
