I would call the county department that handles social services and child support in your area. If you really want to be a part of this childs life and pay child support. If she does ever decides for any reason before the child turns 18 that she wants support she can take you to court establish paternity and request back child support from the time child was born.
also you may want to look at this website http://www.fathers-rights.com/ good luck.

A lawyer will be able to help you through to court proceedings to force the mother to get a paternity test. I doubt if the court will make you pay back support under the circumstances. But there again, a lawyer can best argue your point.

One method is to go to court by filing a filiation proceeding, and filing a discovery demand for a blood test. This is expensive, because you have to hire an attorney and pay for the test.
Whether the father is required to pay back support will vary from state to state. Remember, though, that it's not fair to punish the child due to the mother's evil acts.
If the mother is on public support, the county will usually pay for the DNA test.
Another approach would be to sue for custody on the ground that the mother, by separating you from your child and precluding support, has neglected the child, indicating that she is an unfit parent. THAT usually produces results, especially if all you want is validation and visitation.

Go to court and demand she submit the child to a paternity test. She can be forced to do it or be held in contempt and thrown in jail.
The second part to your question would be determined by the judge.
