A ceiling fan should go clockwise in the summer and counter clockwise in the winter. When set properly you should feel the cold air in the summer come down.

Look at the blades. Determine the lowest edge. The fan should turn in that direction. Cooler air falls so you want to pick it back up and distribute it around the room. In the winter, warmer air rises so you want to bring it back down.

For the zillionth time. IT SHOULD BLOW DOWN.
Draw air up in winter.
Air circulates either way, blowing down in summer gives a wind chill that you do not want in winter.

Usually you want it to blow air downwards.
