In Germany, pretty much any bookstore will have some english language books, the bigger the store, the bigger the selection. There aren't really any huge chains similar to the US like Borders, Barnes & Noble etc in Germany so I would have to know where you are going to give you a nameof a store, but like I said any store should have some.
You can also buy eng. books online through amazon.de and they will be shipped to you in 1-2 days.

The American Book Center, in Holland offers All English language books. They also offer 10 % discount to students, any person of 65 years + and card holders of ABC Store & teachers...

Most chains and even many individual shops in Germany sell English language books. Like the Mayersche Buchhandlung in the West, Sternverlag in Düsseldorf, Bücher Krüger in Dortmund, Dussmann & Hugendubel in Berlin - you name it. In Frankfurt, there's even an Oxfam shop selling cheap used English books.

depends where you're in Germany - I found a limited english books around Germany but there's a big one in Dusseldorf. A small english section at the book store - most the big town.

as far as I know, there are plenty of such bookstores in Germany. They do sell English written books in each big book store of each of their big cities. The same for France where I do live. As for Holland, sorry, I wouldn't know.
On the other side, you can order books by www.amazon.com

In Amsterdam, the "English Bookstore" discount shop at Muntplein offers rather good deal.. only lesser varieties. Otherwise, American bookstore is as good. Waterstone bookstore is too costly!
