I think your idea is really sweet but from a girls prospective I agree with the answers above. Her birthday is not the time to propose and a proposal is a personal moment between two people, it shouldn't be in front of the whole family.
Here's an idea. Take her out for Chinese. At the end of the meal have the waiter bring over the fortune cookies. Put a little note and a ring in the cookie. You'll have to set this up with the restaurant beforehand. You will also have to have the fortune cookie custom made. Just call some Chinese restaurants and find one that can do it.
It's nice your putting so much thought and effort into this proposal, that in itself is pretty special. G'luck and Congratulations!!!

Okay, I'm going to rain on your parade just a little bit. Your basic ideas are terrific but from a woman's point of view, I wouldn't want to be proposed to in front of other people (and maybe it's a personal thing but I wouldn't want to be proposed to on my birthday either, I would like it to be it's own special occasion). I think you're on the right track though. Maybe say (during vacation) "let's go for a long walk" and then surprise her with the proposal during the walk (if you're on a beach maybe put the ring inside a seashell, something like that). When your return to the hotel after your time alone, have the rest of the family waiting for the "surprise" moment. I think she's lucky to have such a thoughtful person who wants to include her family, just maybe not during the actual proposal.

She might not eat the popcorn to get to the bottom where the letter is,. However, simplify this all, and make sure she can get to that letter faster. It';s a lovely idea. And if you get down on your knees in front of her family, she will see how much you love her.

Bad idea! Please don't propose to her on her birthday! Keep her birthday and your proposal day separate. When men do this, it seems like they are skimping out on giving a birthday gift, plus they minimize the importance of the day.
A proposal is huge! A birthday is not. There is (hopefully) only one proposal. There are many birthdays. A birthday celebration is nothing compared to a life, long committment. So please, don't minimize the seriousness of your life long committment by packaging it all up in a birthday celebration!
