Sorry Pokemon perla is a fake/pirated/hacked game. A pokemon can only learn how to fly with the use of a HM 02: Fly. It can't learn it by increasing levels, but as soon as it becomes a charizard and as long as you have HM 02 Fly, it can learn it.
On Pokemon Peral though, the HM 02 can be found in Veilstone at the warehouse after you help to get back your friends pokedex.

You have to teach the charizard.Get the HM02 which teaches a pokemon how to fly.HM02 can be found in Galactic Warehouse,Veilstone City.Hope this helps!
