If a lot of people oppose it, you may need a coup. But you might not need a whole new constitution. The US constitution can be changed through an amendment process.

The government can call for a constitution convention. A convention is held. The constitution re-written if agreed to, then the new constitution is presented to the people of the country to vote on accepting it.

First institute a coup, or a widespread social revolution.
Then, with the military on your side, institute your new constitution.
