Moral standards are set by God, and they are passed-on to us through the Word of God via the Ten Commandments. They are never weighed or judged, nor are they ever re-evaluated. We are weighed and judged. We are constantly evaluated by God. Moral standards set by our Lord will always remain the same.

People in power set the standards.
The standards get changed daily, if not hourly.
Usually, the standards are set based on the self-interest of the people setting the rules.
They make rules that they believe will benefit them.
Some folks will claim that god makes the rules, but that is merely those people's way of trying to control your behavior to benefit them.
The moral to the story is, if you want to make the rules, get wealthy or get popular, or both.
