It's a super American thing to have to good guy always win. One old movie that plays it a bit different is "To Kill a Mockingbird" that won a best actor oscar for Gregory Peck in 1962.
To find movies where the good guys don't always win, look to foreign films. The French are a bit notorious for their almost painfully unfair endings.
One of my favorites is "Jean de Florette" from 1986.
Gerard Depardieu plays a man who inherits his mothers estate and moves his wife and daughter there with him. The neighboring family needs the spring that flows through the newly occupied estate to grow the flowers they sell.

There are lots of movies but the movies get reversed on the villian.
Like Ocean 11. Its portrays the casino as the villians and makes the thieves heroes. But in the real world thieves are bad.
Blue Streak is another example he gets the diamond in the end.
Then you have horror movies SAW 1 2 3 I'd say the killer won.
You don't have to look far for many DVD's to have the villian turned into the hero is a movie.

Many of these films could be considered film noir, and in this genre, the villain often wins, or at least the good guy loses.

The Van Diesel movie "Find Me Guilty" all of the villians won except Van Diesel. Here again, the system was made to be the "bad guy" and the villians are presented in a positive light.
