no, because negative reinforcement doesn't work (two wrongs don't make a right). But if the reward for not doing it were to have sex with you, I think we would see a drastic decline in the poaching of helpless endangered animals. Of course, then you would be helplessly endangered.

No, death penalty does exist for people committing crimes and this does not stop them, actually it make them more prone to fire the barrel.
