Shurely it would. Same view was shared by Igor Talkov (Russian singer shot before ther concert). Here is his song (translation is mine and his son allowed me to spread it:

No. For as flawed a system as communism has proven to be, the absolute rule of the Tsar was even worse. I doubt Russia would have even survived WW II with the Romanovs still in place.
