Yes.

This is one of those strange thing about the disability payment in Australia.

If you are legally blind - you automatically can apply and GET it - no income tested.

Whereas my friend who has muscular dystrophy - a PERMANENT and degenerative, terminal condition - has to be certified by a doctor every so often that he still has it and show proof of income. If he earns above a certain amount (not that he can get a job) the payment will reduce accordingly.
Go figure!

The short answer is that if he were an Australian Citizen he would be granted a DSP (Blind) which is not means tested. The Blind Pension is the only Disability Support Pension that is not means tested - which means people can earn money and gain assets without their pension being affected.

He's not Australian, and He's far too rich to receive any disability pension. He makes up for his sight, in other ways. None of his children are blind. And i don't think he sees he has a disabilty...
