Since you put this in the travel section, I will assume that you are referring to over planning for a vacation. If not, just ignore my answer!
Yes, you can do too much planning. Some people will basically plan every single minute of their trip, from shower time, to restroom breaks, bus time, etc. That is definitely when it goes a little too far.
You are going on vacation, it is a time to relax and get away from schedules and deadlines. Most people have too many things they have to do in daily life, vacation is a time to relax and enjoy yourself without worrying. If you have to stick to schedule, that tells you everything to do, then it won't be as much fun. If you give yourself a little time to do what you want, you can have more fun and enjoy your time.
If you have kids, this is especially important. When kids are younger they may want to spend a little more time in one area, maybe one that you didn't expect, which could cause problems with the plan. Also, with young kids it is nearly impossible to estimate times and things. If you have older kids, especially teens, they want to have some time to themselves. Maybe they want to go to the pool and hanhout with some kids they just met at your hotel, or they want to go to the arcade, etc. They want to have more options and the ability to do some things on their own. They definitely don't want to have to stick to a schedule the whole trip.
I think it is important to do some planning. For example, have an idea of the places you want to eat, place you want to go, perhaps the rides you want to ride, shows you want to see, etc. If you want to go a little further, have a gameplan and create the way you think it would work out the best so you can see the most in the time you have. But, the important thing is to leave it flexible. If you have a reasonable plan, but allow some extra room, most people have more fun knowing they don't have to do this at this time.
In the end it really is your choice as to how much planning you actually do. But you will definitely have a more relaxing time if you are not trying to follow a schedule minute for minute.
Hope this helps!

Simply put - YEA
You can end up paralyzed by the sheer volume of information and choices.
Set a deadline, Make some lists - but aside from visits that require appointments - DO NOT OVER BOOK - it will kill a vacation and stifle the sense of adventure.
Even in business you can spend too much time with what ifs and never get a real thing done!
In the past I have months researching a product (whether it is high dollar - new auto......or which company to purchase my winter combat boots from.
