This is well-known.

It is basically a distorted 3 x 3 grid (which has 8 lines of three) that brings in 4 extra diagonals at the cost of losing 2 vertical columns. Net gain: 2 lines of 3 and an improvement from eight such lines of three to ten such lines of three.

4 obvious diagonals

It seems to me that you need at least 20 points to make 10 rows.
