Tough to answer the way it is framed, even those that consider themselves solidly on one side of this line differ vastly.... but here is my best go.

Conservative:
1) Fiscally conservative: limited government powers using limited government spending. The Key word being LIMITED. On the extreme end (though very few are this extreme) No social programs like welfare, medicare, endowment for the arts etc....
2) Fiscally liberal: A powerful federal government, with broad reaching powers. The government taxes heavily and has a hand in most industry. The equally extreme end of this is Socialism or Communism where most or all you earn goes to the government and the poeple depend on it for almost everything.

Obviously niether extreme will work entirely and most people fall into the middle somewhere.

Social conservatism/liberalism is far more difficult a subject to broach. It involes so many things that trying to explain it here would be fool-hearty.
Let me now assert that if your trying to align conservatism/liberalism with Republican/Democrate... don't niether party matches up well.

Here are some basic principles, but liberal/conservative labels today are meaningless. You'll learn more by looking at the party platforms and listening to what politicians themselves (not the pundits!) say on the TV talk shows and in their speeches.

Liberals stress civil and political liberties with limits on the arbitrary authority of rulers. The government must justify or have a rational basis for limits on freedom. They believe people are equal, and that the government should provide an environment which promotes freedom and equality. They believe in a social safety net and have a long background as a populist (pro working and middle class) movement. They are flexible in times of social change. They are suspicious of the police powers of government and are concerned the government will overreach its authority.

Conservatives would like to maintain the status quo, and when they believe change is needed, they proceed cautiously and judiciously. They generally support the moneyed class and business interests. They believe the individual can almost always bootstrap. They often advocate a return to traditional values and often focus on the moral problems of modern society. They sometimes support an aggressive foreign policy. They give freer rein to political officials and the police; they are more far trusting that those who are in power will not abuse it.

Conservatives supports tax cuts, gun rights, school choice, privatizing social security, and peace through strength. And they opposes abortion, same sex marriage, race-based quotas, and socialized health care.

Liberals are the opposite on all those issues.

Liberals support big government, and conservatives are supposed to support smaller government, but Republicans seem to end up expanding the size of government anyway.

Note that I'm a conservative, so some people might say my description is slightly biased towards conservatives. But I think it's pretty accurate.

I answered a similar question yesterday. I do not know if you will consider this unbiased, but it is truthful.

"They could not be more diametrically opposed!
For simplicities sake, we will consider the Democrat to be Liberal and extreme left socialist and the Republican to be conservative extreme right Christian. With that in mind, the issues in which they differ are homosexual rights, abortion, domestic policy, foreign policy, military, healthcare, etc.
The Liberal motto is tax and spend while the conservative prefers to cut taxes and cut wasteful govenment.
On the more controversial issues such as abortion and homosexuality, the right wing Republican will always align with Christian values and the Bible.
This next statement is not opinion. The Liberal will always use the the aforementioned issues as a launching pad from which to gain politcal leverage or more votes in the next election. Their decisions are based on poll numbers and manipulation of the system to produce a desired outcome.
I do not know which way you are leaning or whether you are testing the waters to make an informed decision, but I caution you to do the research on your own and to have a uniue, informed opinion."

Liberal means:
to be progressive, an attempt to promote society changes that benefits the majority.
To promote individual choice and the freedom to make those choices, as long as they do not impede another person's rights.
To promote equal access to opportunity, rather than promoting a society where rights are limited by equity.
( and no this does not mean a society where everyone makes the same wage)
Promoting a society that isn't doomed to be a snake eating its own tail, because of cash being the element that removes the power of the people, and redistributes it to the wealthiest 1%. which occurs when the economy is allowed to makes its own choices in every situation, as it governs the direction of society.

a more tolerant view that rules must bend to conform to society, and its changes.

the belief that the government's purpose isn't to force the individual to adhere to faith-based beliefs.

Conservative means:

to allow the economy to make its own choice without even the most modest of restrictions, and to direct the path in which society follows, reguardless of the consequences.

to resist change from normal established rules set by society, even while society is changing. A strict view that society must bend to conform to the rules established during a more "moral time".

the government's purpose is to force the individual to adhere to the rules established by society.

these are typically what they mean today, but they originated from economical views of whether or not an economy should be well regulated.
nothing really wrong with either belief, until you begin to get to extreme with the ideas.
structure of society tends to fall apart when extremism becomes the motivation of the government, that is why most people tend to be moderate, leaning toward one side or the other. moderates seem to always have more in common with each other regardless of their political stance, than they do with their extremist counterparts who denounce them as being the opposite side because they don't lean far enough in their direction.

Generally the more conservative you are, the more you would think that government is a bigger problem than it is a cure, while the more liberal you are, the more you would think that government is more of a cure than a problem.

Conservatives try to keep the status quo when it comes to social issues. They believe social norms are the structure of society, and the society should stand firm against the onslaught.

Liberals tend to look at social norms as more restrictive than structural, and think society should bend in the wind.

Liberals support the welfare system and believe that the government has a larger responsibility for the people. Liberals believe that the federal government should be more involved the states' spheres of affairs (thus more grant-in-aids)

Conservatives support small government and less intervention in their daily lives. By definition, they uphold the values of the Constitution, specifically the 10th Amendment whereby states are given an institutional balance of power to counter the federal government.

Conservatives believe in very low government spending, liberals believe in a lot more spending. It has nothing to do with military or welfare, necessarily. So George W. is really more liberal than we think, because having a "strong" military in fact takes money and funding a war takes money, too...There aren't that many conservatives running around nowadays. And if they are, we think they're lunatics: Ron Paul. Most of the time, we confuse conservative with Republican and liberal with Democrat

I think this question is naive, no matter how you phrase it, and I mean no offense by this. Individuals are naturally biased toward their own point of view.

I'm a Conservative. Which means I believe in a strong military to keep the peace. Low taxes to keep more of my own money in my pocket. The least government involvement necessary to enforce the least laws necessary to keep order. I possess a strong belief in the power of the individual to succeed with very little help from the government. In fact, I believe that government "help" leads to dependence and poor self-actualization.

Liberals believe something different about the role of government, and that is as unbiased as I can get.
