Gimp, boondoggle, scoubidou string, plastic craft-string, or one of the many other kinds of plastic string. There are many websites with instructions for these:
http://www.boondoggleman.com/look_in_tin.htm
http://www.panduro.co.uk/scoubidou.html
http://www.scoubiguide.co.uk/
http://www.yoarra.nl/eng/
Several of these will also sell the string.
Do not use just any plastic for jewelry that comes in contact with the skin, as some are not considered safe. Use the kinds that are food-safe or sold for toys or crafts and have a description for safety.

There are a number of craft materials that are "plastic" which can be reshaped, decorated, etc., to make jewelry or other items.
I think Friendly Plastic and shrink plastics have already been mentioned, but "polymer clay" is a plastic (clay) which can be shaped, colored, stamped, carved, and just done all kinds of things to and with.
Some of the brands of pre-colored polymer clay are Premo, FimoClassic, FimoSoft, Sculpey III, Kato Polyclay, and Cernit, which can be purchased at craft and hobby stores, art stores, and of course online.
If you'd like loads of info on polymer clay and all the cool things it can do, check out the Table of Contents page for my online polymer clay "encyclopedia"... then go to any of the pages that interest you by using the alphabetical navigation bar on the left side of the page:

Hi!
Have you thought of using Friendly Plastic? It comes in sheets so it's 2D but I'm sure you could roll it etc. You can punch holes in it to add jump rings and chain and beads. You can cut it to any shape you want. It comes in heaps of colours. You can press textures into it.
To make holes and add textures etc you put it in warm water to soften it then after you've worked on it with tools etc you put it in cold water to harden it again then you can add your jump rings, chain and beads etc. You can also layer it by putting it in a toaster oven for a little while. It's really amazing stuff. You can be so creative with it.
To find a source try Googling "friendly plastic" and go from there or try searching some online craft supply places.
All the Best and Happy Crafting!
