I found these 8 Steps on how to breed them (it might be irrelevant to your question but meh)

Step One
Understand that April to July is the best time for koi to mate. Try for a one-to-one ratio of males to females when breeding.

Step Two
Take into consideration the age of your fish. (Koi that are too young or too old may not breed as easily.)

Step Three
Look for female koi to become bloated when they're carrying eggs. Add a similar-sized male koi to the pond at this point.

Step Four
Help the fish to form a natural nesting area with synthetic brush or willow cuttings submerged underwater. The fish will nest beneath the brush.

Step Five
Expect the breeding pond to appear cloudy and give off an unpleasant odor immediately following the spawning process.

Step Six
Keep in mind that koi will lay thousands of eggs at one time. The eggs need to be separated from the adults to prevent them from being eaten.

Step Seven
Expect the eggs to hatch within a week.

Step Eight
Plan to feed the baby koi as often as five times a day for the first few months.

You might be able to get some of the construction info you're looking for from this website: http://www.wetwebmedia.com/

The section on ponds has the information on filtration, and there's an aquatics business section as well.

Depending on the sizes of koi you plan to sell, I've seen these in anything from 100-300 gallon tubs (http://www.mytscstore.com/detail.asp?pcID=8&paID=1039&sonID=214&page=5&productID=24965 ) plumbed together and to a filter.
to a long rectagular "box" constructed of wood with dividers and pond or pool liners inside to hold water. Each "section" was about 1.5 m x 1.5 m x 1m deep.

I'm not sure where you might be able to find stock, but you want to start with quality fish. If there are specific types you want to breed, you may need to divide up your lake to keep the bloodlines of the types separated.
