Well, I ave literally shivered in my boots.. I was a motorcycle cop for 16 years and my cut off point for parking the bike and taking a patrol car was 13 degrees. If it was 14 or above I rode bikes. I did some damage to my hands from being on the verge of frost bite for so long and they are kind of sensitive to this day from it.
I still wouldn't trade that time for anything though, it was the best duty of my life.

Yes, they weren't water proof and it was very cold outside and wet so I literally shivered in my boots.
