If you mean feel horny, then I'd say men are more vocal about it, we women just hide it better.
But if you literally mean horns I think that men are foolhardy/dumb enough to jump in with the livestock just to irritate them, thus feeling more the horns.

I guess the father. most females don't have horns. But then the females would feel the horns of the males cause the males won't feel their own horns. so my answer is the female. Wait! What was the question?
