From the late 1960's through the 1980's putting things on cents was a common thing. They had the 50 states, as well as Kennedy to the right of Lincoln. They had old Abe even smoking a pipe or cigar. They are a novelty item and sold for .25 to .50. They even came gold plated. It may not be worth much, but it is a part of Americana and is a good conversation item. It is part of the crazy 1970's culture.

Someone has probably modified it. Keep it as a curiosity, not worth much more than a penny. If you re-run this question link a picture of it, we could tell more.
