John A has a great explanation about the cookies but if your trying to enter a website that won't allow you to get on because of them "not being turned on." Then here's what to do.
1. Open Internet Explorer and go through the taps at the top to find 'Internet Option'. (Didn't state exactly because there are so many different versions.)
2. From there you should see a box that has a bunch of differnet tabs at the top. Click on Privacy.
3. From here you should see a bar with a bunch of different levels. As you move the option bar up and down a bunch of different descriptions of security levels should appear at the right.
4. Pick the setting that you think is best for you, but I do not suggest allowing all cookies since there are some evil cookies out there they can load all kinds of adware to your computer. Also, if you choose to deny all cookies then some websites may not allow you in for one reason or another.

Cookies are small files of information that websites put on your computer if you set your security settings to allow them. One of the settings is to ask each time a request is sent.
The good things that cookies do is keep your signon name and password for the site so that when you go back to visit the site knows who you are - like Yahoo and WFAA-TV do me. The not so good things are that some programs use cookies to keep track of where you have browsed and then sell that information to other companies. Limiting cookies to only those that are tied to a specific site is good.

Simply put, cookies are small text files that servers save on clients to quickly retrieve some frequently used information about the client. These files sore information about the client like browser type, form fill or even passwords!!
In IE, go to Tools>>Internet Options>>Privacy. Adjust your cookies acceptance level there.
In Firefox, go to Tools>>Options>>Privacy.

They are little files websites put on your computer to do various things. Usually remember login information or for tracking which websites you visit. A good rule of thumb is only accept cookies from websites you trust. You can adjust your cookies settings by going into your internet options. tools/internet options/privacy.

Cookies can store the internet data. e.g. adrress where u go. U can delete ur cookies by following method:
Go on desktop, right click on Internet Explorer, then properties, there will be a tab named "delete cookies". Simply just click on it.

Cookies are a way that the computer remembers your tracks, like cookie crumbs, that way when you revisit a site it can remember your preferences or keep you logged in, like your email when you leave the site. its best to have cookies on but to empty them at least once a week depending on how much surfing you do

you can do a lot of things with cookies. what cookies are allowed to to is set by the security settings in your browser.
on certain sites my browser does that too, thats when the site is trying to override your security settings.

cookies are just temp files that show you where and what websites u have been at, it doesnt matter if they are on or off unless u want to know where some1 has been on your computer
so them being shut off is fine
