What operating system do you use?
If you click on Start and then click on Turn Off Computer, then options come up and say Hibernate, Turn Off, Log Off or Restart.
If you click Restart, then it will reboot your computer.

If you cannot do it from the start menu (Click start, shutdown, then restart) Switch off the power switch and restart it again. Restart your pc again.

start shut down then select restart then let it do its stuff
however if fails start then run then type CMD then you should see a black screen then type restart then press enter
