These are called powerline ethernet adapters. They do indeed convert the signal and send it through your powerline. You need one on each end.

An emerging technology may be the newest heavy hitter in the competitive world of broadband Internet service. It offers high-speed access to your home through the most unlikely path: a common electrical outlet.
With broadband over power lines, or BPL, you can plug your computer into any electrical outlet in your home and instantly have access to high-speed Internet. By combining the technological principles of radio, wireless networking, and modems, developers have created a way to send data over power lines and into homes at speeds between 500 kilobits and 3 megabits per second (equivalent to DSL and cable).

It sounds like you have eliminated cordless phone interference problems by switching to 5.8 and DECT6. But, just to absolutely exclude any RF interference phenomena, you may want to try a known good "corded" phone. Other than that, I can only speculate that there is problem with your DSL Filter. Double-check that the DSL filter is installed correctly. If possible replace with another filter just to verify that filter is OK. Try plugging the base (and filter) into another phone outlet in different location in house. If none of the above.... a real puzzle... ...Just for fun, try connecting two filters in series before the phone. This will double-filter the line in case the DSL signal is abnormally strong overpowering the phone?? (at this point.... anything goes...)

Yes, there are units to send your ethernet connection through the power lines of your home. Homeplug technology has been around for awhile now.
