it is called air filter cover plate (lid)-- the bottom one is called the air filter housing. it was changed around early 60's for the paper type

It is called an air filter housing, and the oil bath innards are called the filter element. Most oil bath filters have been replaced by modern filter elements that are made to fit the original housing and retain the original look. Here is a typical 1955-1958 set-up and upgrade.

I think you are talking about the air cleaner housing not the oil filter, it's a 2 piece holder for the air filter, a base part and a lid.
