The number 666 does not originate from the original bible. The King James which is the re-re-re-written version of the bible used across the world includes a miscalculation. The number of the beast should be 616.
If you have seen people with tattoo's of 666, it is possible you have seen members of Creciendo en Gracia (growing in grace), a bible cult started by Jose Luis De Jesus Miranda. The cult tattoo "666" and "SSS" (believed to mean salvo siempre salvo = saved, always saved) which they use to remind themselves evil is ever present.
He has over 10 thousand followers in the American continents.

and hate to tell you i went and got tattooed by this fine liitle guy one night and when i got in his room 666 was everywhere and charles manson was tattoed on his forearm
to say the least i was really worried but in conversation he was just as cute i wish i could find him to do some more work
i have found through all 6 i have i have met a plethura of mind engaging people. i am very much a christian but am still very openminded to people. i hope you don't meet an axe murderer, but don't be a hater. and listen... you might think someone is one thing and find they are something elsep.s. what kind of tat did you get

sorry, I only understand English, what did you say? 666 freaks are people who think in there own immature mind that they are cool because they got a '666" tatooed on themselves, which they think is the sign of the Anti Christ (yeah i'm really a bad ***, I got 666 on my forehead). but they got that all messed up, it's not 666, that is just the clue given to who is the Anti Christ and his sign is not mentioned, only that he has a mark, and no one knows what that sign or mark is on his being, but tyhe number 666 has someting to do with it, but is not the mark itself. like I said immature people, don't even know what they are putting on there body.

They could be one of two things:
Satanist who are marking themselves for their religion.
Or people who are into things for the 'shock' value.
Unless you ask, no way of finding out which one they are.
