Visit the town where the safari zone/great marsh is and get the gym badge. Head over to the galaxy member and talk to him, he'll panic that you have the gym badge and run. Follow him and you'll have to battle your rival. Beat him and chase down the rocket (talking to him). Near the lake he'll stop and battle you and afterwards you'll meeet cythinia. She'll ask you about the psyduck and when she hears the problem she'll give you the secret potion.

I'm not sure which "secret potion" you are referring to... Do you have anymore details? Such as - what does it do? Where have you heard of it?
My google search didn't pull up anything relevant, so I'm inclined to believe the potion has another name. Let me know any more details you get/find and I'd be glad to help you.
