For that kind of money, I would rather buy a dual core laptop 699 .00 and a cheapo desktop for 299.00.
If you want to spend all on a desktop, get a good monitor (flat with adaptable height, I like HPs , and they have great models. Compaqs can come in various prices.
The Acers are not bad either. Third choice - Dells.

Fry's Electronics has been selling a number of HP units that are pretty well-loaded for under $1,000 if you have access to one of their stores. I recently bought one with a HDTV card, 2 MB RAM, 350 MB hard drive, Vista Premium for under $800. I had to add a HD graphics card to get HD video output that I could watch (I record off the air HDTV), but I was still under $1,000.
Based on input from some computer network guys I know, I wouldn't buy a Dell due to quality issues they have concerns about. But that is second-hand information.

FOR THE LOVE OF GOD NOT DELL!!
DELL is the worst place you can go to to get your computer. You will be better off to make your own. You will need to consider the following:
Motherboard
Processor
Video card
Ram
Hard disk
Case
Powersupply
Monitor
Keyboard +mouse
Once you decide what you want, assembling is really easy. Infact, your local computer store might just do it for you. I would sujjest
A bit motherboard, C2D e6300 Process, 2GB ram, 300GB hard disk, Nvidia 7300 Video card. Others are up to your choosing.
