cause every time we build them something they blow it up, why IDK?? I wouldn't like a forgien occupyer in my country but we have good interntions over there. A full blown civil war is inevitable, the outlook for their future doesn't look too bright. We're over there trying to help them but the american public and the soldiers are fed up with the war.

They were deliberately destroyed during the invasion in 2003 by the Americans and British. Donald Rumsfeld boasted about this with his threat of "shock and awe".
The electricity supply, water supply, sewage system, telecommunications and media broadcasting were all deliberately targetted by bombing.
The government buildings in Baghdad were all looted ( except the oil ministry) while the occuping forces did nothing.
The idea was that american corporations would make lots of money rebuilding these things using the profits from Iraqi oil.
However the amount of chaos and resentment the occupiers caused has prevented this next part of the plan.

We destroyed most of it during the war. and had neither the time, supplies, knowledge or reason to do so at the beginning of the war. We were under the assumption that the Iraqis would be more than willing to rebuild their own infrastructure. But then the fighting became so bad that non-combatants were afraid to leave the house. So they expected the Americans to do it.

Let's start with the obvious: what makes you think the infrastructure and basic services are bad? Who told you this?

Because Haliburton, who uses Iraqi oil profits to "rebuild Iraq" has posted record profits since the war has begun. They are pocketing the extra cash and doing the absolute minimum they are required to. Cheney is soooooo happy!

Haliburton doesn't finish what we payed them to do, the insurgents stupidly blow up their remaining utilities, kind of like when certain individuals here in the US riot and burn down their own neighborhoods. Oh, and I'm sure corruption plays in there somewhere.

they keep on damaging the water, gas and electric lines with their car bombs, which also damage the buildings and make potholes in the road.
