I would choose cuddling...'cause it's bound to lead to some kissing, sooner or later.

Cuddle. Not sure why, a nice warm embrace means more. Nothing wrong with a kiss, don't get me wrong. But a nice hug and cuddle has some heart behind it.

I like both, because they go hand in hand together. think about it, when you're kissing someone you're holding the person close to you (semi-cuddle). Unless it just a peck on the forehead or side of their face .....
