i remember a video by a man who had all women in the back ground...they were wearing red I think...and I also think the singer has died since then. The woman just "stared" at the camera while "moving" to the rythm of the song....????

This is the one I immediately thought of - but the wpmen were all wearing black: Addicted to love by Robert Palmer (Robert Allen Palmer (January 19, 1949 – September 26, 2003)

"The music video was directed by Terence Donovan, in which Palmer's backing band is a group of mini-skirted identical women."

But in Palmer's "Simply Irresistible" they're all in red:

"Palmer recycled the video's "identical women" concept for the videos of two other singles of his; namely "I Didn't Mean to Turn You On" (also from Riptide) and "Simply Irresistible" (from Heavy Nova)."

It was Robert Palmer (not Peter Gabriel) and he had women like that in his video for Addicted to Love and also Simply Irrisistable - and yes, he did die not long ago
