Salamance- Get Bagon in the whole up past the waterfall where dragon claw is. Evolve it to a shelgon and then to a salamence.
Rayquaza- At Sky Pillar, Surf East of Lilycove and it will be up top while your surfing. It is behind a bunch of rocks. You must bring a Macro bike ( the fast one) and have challanges with driving without stopping. It is at lv 70. You can only catch it after you defeat Elite 4

Salamence is the last form of Bagon
Rayquaza can be captured after beating the elite 4

bagon: in meteror falls (you need surf to the back of the cave where you get a room with a water path and a pokeball, bagon is rare at 20% find rate)
