If I have a website on one topic, and a blog on another topic or 2 differnet blogs, can I sign all the sites up for the programs.
How do you do it? Just submit each site to the companys?
Also can you have 2 different blogs on blogger.com? And sign up both for Adsense?

No you don't need to submit each site.
Once you are signed up for Adsense. you will get a publisher number.
You use this same number for all your sites irrespective of the topic.
The Adsense ads are automatically targeted to your website/blog's content and keywords.
