"An exact formula for the flour paste is not possible as the desired consistency will vary for each user and what it is used for.
Bring a small pot of water to the boil. Turn off the heat. Slowly stir in flour (breaking up the lumps as you go) until you have the consistency of thick, smooth library paste. Optionally, add ¼ cup of table salt to a quart of paste. Allow to cool. Use. That's it!
Only make enough flour paste for one or two sessions, otherwise it might spoil on you. Store it for the second day in a covered container in the refrigerator".

in a paper pulp you can get unprinted newspaper at your local newspaper printer who usually has rolls they will give you or you can get for very little money...then you shred it and soak it for two days in enough water to absorb and let stay moist...then get an old blender and alittle at a time with lots of water...pulverize it...put it in a new bucket...put a tsp of wintergreen oil to keep mold out and make it smell wonderful...keep this separtate...then when you want to make the pulp, add about a gallon of the pulp with water too 1 cup of glue and dry wall paste paper (if you take dry wall paste paper glue and mix 2 tablespoons with a quart of water till it gels up, mixing it throughly...then mix it into the glue water it works much smoother) and take the gluewater and wallpaste mixture and mix it into the pulp throughly and when you want pulp you strain what you need and use it...it drys as hard as rock and lasts several years...regular mache is strips of paper dipped in glue and layered...which in itself lasts a long time...flour and water will attract bugs which lay eggs in the project and will give you little holes all over the place with alot more little black beetles...and doesnt last as long....hope it helps...

Here one I got off the net:
Paste
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.
