Your co-worker needs to learn some email etiquette.
Who is this obnoxious person and why are they so rude?

I would say he tried to call you within that 10 minute period but could not get ahold of you. If there was no phone number given in the email he sent, you obviously could not return the call. Otherwise, it sounds like if you don't do the phone number AND email routine, you could possibly get fired.
