Most have what is called a "Weep Hole" if you have an air compressor shoot some air in the hole and see if it start working, sometimes Dirt Dobbers clog these.
If, that not the problem it may need a Water Pump, it just a simple Star looking rubber and usually easy to replace.
Be aware that some Yamaha water pump housings are shimmed.
Follow the guidelines in the factory manual for rebuilding
this type of water pump unit.

The tel-tail often plugs with small pieces of weed,dirt and though you cant see any indication the water pump is working,it is.With the motor running use a thin piece of wire eg. a paper clip and insert it into the small tube usually water will start pumping out immediately
