Your router isn't set up properly OR you haven't set Windows up properly Or both.. Read the Linksys Manual and follow it step by step.

If still stuck, call Linksys tech support, that's what they do.

Well there are a coupler of things you could try. If you initialy set up the router. I would suggest setting it back to factory defaults. Making sure you have informaiton avaliable from your DSL/cable provides if needed ( login, ip , dns ect if not dynamicly - assigned, assigned by your service provider . they should be however ).
It could be a situation were somehow your comptuer that will not access the router is somehow on a different subnet. and or is on a wireless connection where your friends is not.. i do have one of those routers , though i have not been into it in a while.. i beleive there is a wireless setting that blocks configuration from the wireless connection. and also setsup isolation from other wireless devices..
i would return to factory. and go from there.

hope thie gelps

I have the same router. Generally, you can go to any web browser and type "192.168.1.1" in the Go bar to access your router's configuration. The default login is Admin \\ admin. You should check for firmware upgrades, which can be found on google. (You can manually install these by going to the Administration tab under your router's configuration). If firmware upgrades don't work, take a paperclip or something pinpoint like that, and press the brownish reset button on the back of your router for a few seconds.

Log into your router. (This can be done by going to your network places, and clicking on your router) Another way is to type in your default gateway IP address..which can be acquired through going to command prompt and typing "ipconfig /all" in without quotes.

The next step is to find MTU(Maximum Transmission Rate)...change that bugger to MANUAL and set it to about 1300...or less...lower it until your connection gets better. I does not by no means slow down your connection, if anything it will help it out.
