As far as the 1939 movie The Wizard of Oz goes, as well as in the original story, Glinda does remark that the Wicked Witches of the East and West were sisters---there's no indication that she is related to either of them, however---

In the original Oz books by L. Frank Baum, as well as the many continuations of the series by Ruth Plumly Thomson, Glinda was a recurring character, and always a friend to the Land of Oz. The two original Wicked Witches, having been disposed of in the first story, remained nameless in my recollection.

In the book Wicked and in the Broadway Show based on the film, Glinda's two sisters are named Elphaba (The wicked witch of the west) and Nessa Rose (wicked witch of the east). I'm not sure where either of these names came from but i hope that helps

I think they did in the Wonderful Wizard of Oz books; maybe they just got left out of the movie.

It might have had something to do
with writers cramp - or - two more
names wouldn't have added anything
to the story.
