Take the 15 South! After about 3 hours, depending on traffic, your are at the California/ Tijuana border. From there, you can either park your car this side of the border and take a bus/ cab on the Mexican side to town. Or, just drive across and deal with the line of cars coming back when you are ready to. Please be sure that you have your CA drivers license or US passport so that you'll have no problem coming back across.
One important thing....do not drink anything with ice cubes! Only bottled water or canned drinks!

Get on the freeway south bound and just keep going. When you get into the San Diego area there will be signs pointing you in the right direction and that direction is still south. You can't miss it. Go to Ensenada as well its more fun!

Take the 15 South...to the 805 South...takes you to the border of San Ysidro/Tijuana...very easy.
